ROCKCEM Plans US$60 Million Expansion Across Sierra Leone

ROCKCEM (SL) Ltd is planning an approximately US$60 million expansion of its cement production, warehousing and distribution operations in Sierra Leone, according to the company.

The investment is expected to support a cement grinding mill, expanded warehousing and logistics, local repackaging and processing infrastructure, and broader domestic industrial capacity.

Songo warehouse planned for November

As part of the expansion, ROCKCEM is constructing a modern warehouse at Sumbuya in Songo. The company expects the facility to become operational in November 2026.

ROCKCEM says the warehouse will enable provincial wholesalers and retailers to collect RC BRAND 42.5 R Cement directly from Songo. The company expects this arrangement to reduce travel distances, road congestion, repeated toll-gate expenses and logistics costs for customers outside Freetown.

For many provincial customers, ROCKCEM says access through Songo could involve crossing only the Masiaka Toll Gate, although the company presents this as a potential benefit rather than a certainty for every customer.

Production and distribution capacity

The planned investment includes a cement grinding mill that ROCKCEM says will be capable of producing more than 60,000 packaged 50-kilogram bags of cement per day.

The company has also assembled a fleet of approximately 50 vehicles. ROCKCEM says the vehicles will support direct deliveries to customers and strengthen distribution across Sierra Leone.

The expansion is intended to increase the company’s local industrial capacity while improving access to cement for contractors, developers, wholesalers, retailers and individual builders.

Product and market ambitions

ROCKCEM is promoting RC BRAND CEM II 42.5 R Cement for construction projects requiring strength, durability and consistent performance. The company’s message for the product is: “RC Brand 42.5 R Cement — Build Stronger. Build to Last.”

ROCKCEM says it aims to establish RC BRAND as one of the strongest and most competitive cement brands in Sierra Leone. It also says greater local processing could create opportunities in transportation, engineering, maintenance, warehousing, distribution and other supporting services.
