Analyst Warns Ethiopia Fighting Could Trigger Wider Horn of Africa Crisis

Renewed fighting in northern Ethiopia could spread beyond Tigray and destabilize the wider Horn of Africa, according to Magnus Taylor, deputy project director for the Horn of Africa at the International Crisis Group.

Taylor’s warning follows the announcement of the Alliance for Survival, which brings together political opposition to Prime Minister Abiy Ahmed’s government and what he described as an apparently opportunistic military alignment.

Alliance raises military concerns

The alliance includes the Tigray People’s Liberation Front and Amhara Fano forces. The two groups fought on opposing sides during Ethiopia’s 2020-2022 war, making their reported cooperation a significant development in the country’s conflict landscape.

Taylor said the cooperation could become a serious challenge to federal forces if it develops into coordinated military action. The available information does not establish that such coordinated operations have already taken place.

The newly announced alignment combines political opposition with the possibility of military cooperation, creating uncertainty over how the relationship between its members may develop. Taylor characterized the military element as appearing opportunistic rather than presenting it as a settled long-term partnership.

A broader conflict could undermine the Pretoria peace agreement, which ended the Tigray war, Taylor warned. He also said renewed fighting could risk drawing in neighboring Eritrea, although the conflict has not been established as having already spread into that country.

Instability in Sudan adds to the regional concerns surrounding northern Ethiopia. Together, the developments could complicate efforts to contain violence and protect the fragile peace established after the Tigray war.

Taylor said diplomatic engagement and restraint by all sides remain essential to preventing another devastating conflict. His assessment places emphasis on limiting escalation before military cooperation between the groups develops into a wider confrontation.

The warning comes as uncertainty remains over whether the Alliance for Survival’s military alignment will result in coordinated action against federal forces. The potential consequences, according to Taylor, extend beyond Ethiopia and could affect stability across the Horn of Africa.
