ROCKCEM Plans US$60 Million Expansion in Sierra Leone

The company’s expansion includes a modern warehouse under construction at Sumbuya in Songo, a cement grinding mill, logistics capacity and infrastructure for local repackaging and processing. ROCKCEM expects the Songo warehouse to become operational in November 2026.
Warehouse intended to improve provincial access
According to ROCKCEM, the Songo facility will allow wholesalers and retailers to collect its RC BRAND 42.5 R Cement closer to customers outside Freetown. The company says this could reduce the need for provincial buyers to travel to the capital to obtain cement.
ROCKCEM also says the warehouse could help customers limit fuel use, travel time and logistics costs. Those potential savings have not been presented as confirmed outcomes.
The company operates from its head office at 13B Bai Bureh Road, Texaco, Old Road, Freetown. Its expansion is aimed at serving contractors, developers, wholesalers, retailers and individual builders.
Expanded delivery fleet
ROCKCEM says it has assembled approximately 50 vehicles to support direct customer deliveries and strengthen distribution across the country. The fleet forms part of the company’s broader logistics expansion alongside the Songo warehouse.
The planned investment figure has increased to approximately US$60 million, which ROCKCEM attributes to changes in the global economic environment, inflation, higher construction and equipment costs, and the wider scope of its operations.
The investment is also intended to support a cement grinding mill with a stated capacity of more than 60,000 packaged 50-kilogram bags per day. That production figure is based on the company’s account and has not been independently verified.
Focus on local industrial capacity
ROCKCEM says the project will strengthen local industrial capacity through cement grinding, warehousing, transportation, repackaging and processing. The company also says greater local processing could create opportunities in transportation, engineering, maintenance, warehousing, distribution and related support services.
The company is promoting RC BRAND CEM II 42.5 R Cement as a product focused on strength, durability, consistency, reliability and lasting performance. ROCKCEM says it aims to develop RC BRAND into one of Sierra Leone’s strongest and most competitive cement brands.
The November 2026 opening target for the Songo warehouse remains an expectation rather than a confirmed operational date. ROCKCEM says its wider expansion is intended to improve cement accessibility and support timely delivery for customers across Sierra Leone.
