ROCKCEM (SL) Ltd says it is undertaking an approximately US$60 million expansion of its cement operations in Sierra Leone, with plans covering production, warehousing, logistics, local repackaging and processing.

A major part of the programme is the construction of a modern warehouse at Sumbuya in Songo. The company expects the facility to become operational in November 2026.
Provincial distribution network
ROCKCEM said the Songo warehouse is intended to improve access to its RC BRAND CEM II 42.5 R Cement for wholesalers, retailers, contractors and other customers outside Freetown.
According to the company, locating stock in Songo could shorten travel distances for provincial customers, reduce fuel and transport expenses, save time and ease congestion linked to moving cement from Freetown. The potential savings will depend on individual customer routes.
The company has also assembled a fleet of approximately 50 vehicles to support direct deliveries and improve cement availability across Sierra Leone.
Higher grinding capacity
ROCKCEM said the investment includes a high-capacity cement grinding mill capable of producing more than 60,000 packaged 50-kilogram bags per day. The supplied information does not specify when the mill will begin production.
The wider expansion includes additional warehousing, logistics facilities and infrastructure for local repackaging and processing. ROCKCEM said its total planned investment reached approximately US$60 million amid changes in the global economic environment, inflation, higher construction and equipment costs, and expanded operations.
The company said the development of local processing capacity is expected to create opportunities in transportation, engineering, maintenance, warehousing, distribution and related services.

ROCKCEM operates from 13B Bai Bureh Road, Texaco, Old Road, Freetown. It said the expansion forms part of its effort to support Sierra Leone’s construction needs through quality cement, improved accessibility and timely delivery.
The company also said it aims to establish RC BRAND as one of the strongest and most competitive cement brands in Sierra Leone. Its stated message is: “RC BRAND 42.5 R Cement — Build Stronger. Build to Last.”
