The assurance was given during a courtesy visit by the ICASL Executive to the Minister’s office on George Street, Freetown, on Monday, October 5, 2026.
The delegation, led by ICASL President Leslie Williams, congratulated Kargbo on his appointment and outlined priorities aimed at strengthening the accounting profession and its contribution to public financial management.
Cooperation agreement and legislative review
Williams asked for the timely completion and signing of a proposed Memorandum of Understanding between ICASL and the Ministry of Finance. The agreement is intended to formalise the working relationship between the two institutions.
Kargbo said he would engage Financial Secretary Matthew Dingie and Accountant General Richard Williams to help advance the completion and signing of the agreement. Both officials are members of ICASL.
Williams also briefed the Minister on proposed changes to the legislation governing the Institute. He said the review was intended to strengthen ICASL’s mandate and ensure that all Chartered Accountants practising in Sierra Leone are appropriately incorporated into its membership.
Greater role for local audit firms
During the meeting, ICASL called for increased participation by local audit firms in auditing donor-funded projects. Williams said this would help build the capacity of local professionals and broaden their practical experience.
He also noted that the annual Government subvention had made a significant contribution to the Institute’s operations.
Permanent accommodation
The ICASL Executive requested Government assistance in securing permanent office accommodation. In response, Kargbo assured the delegation that the Government was committed to supporting the Institute’s efforts to secure a permanent structure.
The meeting brought together the ICASL Executive, the Minister of Finance, Financial Secretary Matthew Dingie and Accountant General Richard Williams. Kargbo is a Fellow Chartered Accountant and has a close association with the Institute.
