Africa’s AI Growth Faces a Shortage of Accessible Compute
Africa’s AI ecosystem is constrained not only by funding and skills, but also by limited access to affordable, reliable computing infrastructure, according to Oluwaseyi Ayodeji.
Africa’s artificial intelligence ecosystem faces a major infrastructure challenge: limited access to affordable and reliable computing power, according to technology executive Oluwaseyi Ayodeji.

Ayodeji argues that the continent’s more fundamental constraint is not a lack of technical talent, but insufficient compute. Limited access to graphics processing units (GPUs), which are used to train and run advanced models, can affect the experiments startups conduct, the systems they develop and their ability to scale.
“We do not have enough compute,” Ayodeji said, contrasting Africa’s position with China’s larger pools of engineers, researchers, capital, industrial capacity and technology infrastructure.
Access to GPUs shapes business decisions
According to Ayodeji, GPU scarcity can determine which models African startups are able to train, how much fine-tuning they can afford and whether products can move beyond early development. The limitations may also influence the problems founders choose to pursue, potentially making the startup ecosystem more conservative.
He said GPU access should be treated as a core business resource rather than an optional technical expense. “For an AI company, GPUs are part of the capital stack,” Ayodeji said, pointing to the importance of availability, pricing, reservations, connectivity and data movement.
Lelapa AI has described related difficulties, including dependence on infrastructure outside Africa, connectivity problems, time-zone differences, higher infrastructure costs and challenges securing GPUs.
The strategic value of computing capacity has also been highlighted by restrictions affecting advanced NVIDIA GPUs in relation to China. Ayodeji said high-end compute is viewed as a strategic advantage, while Chinese companies such as DeepSeek and Moonshot AI have continued developing AI systems despite significant constraints.
Local infrastructure efforts
Several initiatives are focused on improving access within Africa. Chassis and UduTech are working to address the shortage of local compute infrastructure and make high-performance computing more accessible to African developers.
Refiant AI is pursuing a different but related approach by working to reduce the amount of compute required to run sophisticated models. Such computational-efficiency efforts could help developers operate within limited infrastructure and budget constraints, although the available information does not quantify the company’s capacity or results.
Ayodeji also stressed that AI infrastructure involves more than acquiring servers or machine-learning engineers. A serious facility requires electricity, cooling, connectivity, electrical and mechanical engineering, controls, commissioning, maintenance, specialised technicians and construction professionals.
Policy and transparency
Nigeria’s National Digital Cloud Policy aims to attract private investment and establish the country as a regional digital-services hub. Ayodeji described the direction as positive, but said its practical value should ultimately be judged by what developers can access and experience.
That assessment would require clearer information about the amount of available compute, the types of accelerators offered, their locations, prices, access times, reliability and ability to scale. One possible measure would be whether a startup can move from one GPU to 100 GPUs when needed, and what access costs in terms such as an H100-hour.
Ayodeji, who is identified as the founder of Regal Stack, a think tank focused on Africa’s sovereign participation in the global AI economy, said the continent should build around its own opportunities rather than reproduce Silicon Valley.
“Compute scarcity does not only constrain what African startups can afford. It can constrain what they imagine is possible,” he said.
