
"C4D Highlights Procurement Issues in Sierra Leone’s Free Education Program"
The Citizen’s Forum for Democratic Accountability (C4D) has raised concerns over procurement irregularities in Sierra Leone’s Free Education Program (FEP). In a statement dated September 9, C4D called for urgent intervention from the World Bank, citing serious issues that could jeopardize key educational initiatives.
C4D highlighted delays and legal disputes affecting two major projects: the Teacher Licensure Program and the One Tablet Per School (OTPS) initiative. One critical problem involves the supply of toners for the Teacher Licensure examination, which has been delayed due to legal challenges, despite reports falsely claiming its completion. C4D Executive Director Marcus Bangura warned that these delays hinder the progress of educators and compromise transparency.
The second concern involves the procurement of Solar Tablets for the OTPS initiative. Allegations of misconduct within the Free Education Project Secretariat have surfaced, leading to delays and raising doubts about the integrity of the process.
C4D has urged the World Bank to investigate these claims and recommended that an independent body oversee future procurement. The organization emphasized the importance of transparency and accountability in managing educational resources, warning that resistance from key officials is eroding public trust.
