President Bio Urges UN Security Council to Grant Africa Two Permanent Seats

President Dr. Julius Maada Bio, currently serving as the President of the United Nations Security Council for August 2024, addressed the Council during a debate on international peace and security. 

 

In his speech, themed “The Historical Injustice and Enhancing Africa’s Effective Representation in the UN Security Council,” President Bio emphasized the longstanding marginalization of Africa within the UN framework. He referred to the Common African Position, outlined in the Ezulwini Consensus and the Sirte Declaration, as a clear and compelling model for reform that advocates for fair representation of Africa in the Security Council.

 

President Bio stressed that the current structure of the Security Council is outdated and does not reflect Africa's growing significance. He reiterated Africa's demand for two permanent seats and two additional non-permanent seats in the Council, with the African Union selecting the permanent members. Despite Africa’s population of over 1.3 billion and the continent’s significant contributions to global peacekeeping, it remains underrepresented in this crucial UN body.

 

He highlighted that reforming the Security Council is not just necessary but irrefutable, pointing out that nearly 80 years after its creation, the Council has failed to evolve. President Bio concluded by calling for immediate action to rectify this historical injustice, urging the UN to embrace a more just and inclusive world order that acknowledges the dignity and aspirations of all nations, regardless of size.

 

The debate also included contributions from UN Secretary-General António Guterres, the President of the 78th Session of the UN General Assembly, Denis Francis, and other members of the Security Council, all supporting the need for Africa’s increased representation.
