Tripartite Committee Recommends Fixed Date for Sierra Leone Presidential and Parliamentary Elections
In a significant development for Sierra Leone's electoral process, both the Sierra Leonean government and the opposition All People’s Congress (APC) party have agreed on 80 recommendations set forth in the Tripartite report. However, there remain disagreements on some critical points, particularly concerning the outcome of the June 2023 elections.
A key recommendation from the report, Recommendation No. 34, suggests amending Sections 43 and 87 of the Constitution. This amendment aims to establish a fixed date for holding Presidential and Parliamentary elections, proposing that they occur on the last Saturday in March, April, or May. This move addresses a longstanding issue where, despite the constitutional provision for fixed five-year terms for both the presidency and parliament, the exact dates for elections have often been contentious and variable.
Historically, the responsibility for setting election dates has been split: the Electoral Commission determines the Presidential election date, while the President decides the date for Parliamentary elections. Despite this division, both elections have traditionally been held simultaneously. The proposed amendment seeks to eliminate uncertainties and disputes surrounding election dates, facilitating better planning for electoral management bodies and the government.
This adjustment is expected to streamline the electoral process, ensuring smoother transitions and adherence to constitutional mandates. By having a fixed election date, the process will be more predictable and manageable, allowing all stakeholders to prepare adequately.
While the agreement on the majority of recommendations signals progress towards electoral reform, the disagreement on handling the 2023 election outcome highlights ongoing political tensions. Both the government and the APC are continuing deliberations on these crucial issues, striving to reach a consensus that will strengthen the electoral framework and uphold democratic principles in Sierra Leone.
The implementation of a fixed election date is seen as a positive step towards enhancing the transparency and reliability of Sierra Leone's electoral process. It reflects a commitment to improving the democratic process and ensuring that future elections are conducted in a more orderly and predictable manner.
