Sierra Leone’s APRM Progress Celebrated as a Model for Governance and Democratic Growth

Sierra Leone continues to rise as a strong example of democratic leadership and innovative governance through its work with the African Peer Review Mechanism (APRM). Since joining the initiative in 2004, the country has turned the platform into a powerful tool for reform, development, and post-conflict transformation.

 

The nation’s leadership in the APRM reached a milestone in 2022 when Sierra Leone chaired the APRM Forum. Over the years, its reviews and policy adjustments have gained recognition for helping shape national recovery and long-term development goals.

 

A major step forward came on June 19, 2025, when a Presidential Directive placed the APRM Secretariat under the Ministry of Planning and Economic Development. The move was meant to strengthen coordination between governance reforms and national planning efforts.

 

Guided by Hon. Kenye Barlay, with support from senior government officials including the Chief Minister, the Secretary to the President, and the Development Secretary, the Second-Generation Review has become a nationwide effort. District committees, youth groups, and digital engagement platforms are now helping citizens participate more actively in shaping the country’s future.

 

This latest APRM review is not just a technical assessment — it is a moment of national reflection. It encourages communities across Sierra Leone to talk openly about their progress, challenges, and aspirations.

 

By listening to one another and sharing experiences, citizens help build stronger institutions, deepen trust in governance, and contribute to a more unified national vision.
